Digital waste tracking: what businesses need to know

New digital reporting requirements came into effect in England and Wales on 1 October 2026. Here’s what has changed and what it means for businesses producing waste.

The way waste is recorded and tracked is changing. The government’s digital waste tracking service is being introduced in stages, with the aim of improving visibility of waste movements and helping tackle illegal waste activity.

The first phase places new reporting responsibilities on permitted waste receiving sites. For businesses arranging waste collections, accurate information and the right documentation remain essential.

What changed in October?

From 1 October 2026, permitted sites receiving controlled waste in England and Wales must report the waste they receive through the government’s Report receipt of waste service.

Records must be submitted within two working days, starting on the day after the waste is received. The information required includes waste classification codes, carrier and receiver details, and additional information about hazardous waste where applicable.

Receiving sites in Scotland and Northern Ireland are scheduled to join the mandatory service from January 2027, with the rollout for waste collectors scheduled for October 2027.

Does your business need to register?

If your business produces waste that is collected by a waste management company, this first phase does not generally require you to register for the service. The immediate digital reporting responsibility sits with the permitted site receiving your waste.

However, the quality of the information you provide matters. Clear descriptions, correct waste classification codes and details of hazardous components help receiving sites record and manage your waste correctly.

If your business also operates a permitted waste receiving facility, you should check the requirements that apply to that activity.

Existing paperwork is still required

Digital waste tracking does not mean that existing documentation can be set aside.

Waste transfer notes and hazardous waste consignment notes remain required where applicable. These run alongside the new digital reporting service, so businesses must continue to complete and retain the relevant records.

What should businesses do now?

There are some practical steps you can take to keep your waste arrangements running smoothly:

  • Check your waste information. Make sure descriptions and classification details accurately reflect what your business produces.
  • Keep your documentation in order. Continue providing the required transfer notes and consignment notes.
  • Communicate changes. Tell your waste management provider if your processes, materials or waste streams change.
  • Ask when you’re unsure. Clarifying information before a collection can help prevent delays further down the line.
